The purpose of an asbestos management survey is to help your workplace PCBU (Persons Conducting Business or Undertaking) to identify and safely manage all asbestos in the workplace. This is the first step in creating an Asbestos Management Plan.
The purpose of the survey is to provide sufficient information for the workplace PCBU to indicate the presence and location of asbestos or ACM (Asbestos Containing Materials). A suitable risk assessment and the development an asbestos management plan is also necessary.
In most cases, the survey will have three aims.
- Find, test and record the location, extent and product type of any assumed or known Asbestos Containing Materials (ACM).
- Inspect and record information on the accessibility, condition and surface treatment of any assumed or known asbestos and ACM.
- Determine and record the asbestos type. This is done by either collecting representative samples of suspect materials for laboratory identification, or by making an assumption based on the product type and its appearance.
A management survey is the standard survey carried out to support the workplace PCBU in identifying asbestos in the workplace. Its purpose is to identify, as far as practicable, the presence and location of any asbestos or assumed ACM in a building which could give rise to a risk of exposure to respirable asbestos fibres.
NOTE: This includes ACM that could be damaged or disturbed during normal occupancy, including foreseeable maintenance and installation.
An asbestos management survey usually involves minor intrusive work and disturbance. The degree of intrusion naturally varies between premises and also depends on what is reasonably practicable for an individual property. These factors can be such as the type of building, the nature of construction and accessibility.
A management survey should also include an assessment of the ACM’s condition and its ability to release fibres into the air if it is disturbed in any way. This ‘material assessment’ gives a good initial guide for the priority for managing ACM, because it will identify materials most likely to release airborne fibres if disturbed.
